What is today the dominant element exploiting the Sahelian Africa, and why must it be called imperialism rather than colonialism?

Dominique Pagani starts from the current situation in Niger, "the poorest country in the world," which France nearly went to war with, and poses the problem as a philosopher: colonialism is a species of the genus imperialism. He examines what is called a colony, contrasts the settlement of the United States with the French presence, and identifies as the current dominant element the IMF, the World Bank and the European Union, that is, Atlanticist imperialism, which the word "Westerners" serves to conceal. He then presents, with photos, the intermittent geography of the Sahel, from which he draws remarks on the sacred, religion as the opium of the people, and the origin of languages in Rousseau. He describes the Alliance of Sahel States (Mali, Burkina Faso, Niger) as a second wave of independence, then comments on the video of a young Congolese man denouncing American imperialism. Questions from the audience lead him to Russia and NATO, to pacifism which must be "dialecticized," to development aid, and then to a critique of the ecologist discourse on natural balance.
